World conditions deteriorate
Given the global conditions of those times, nothing short of a miracle would be required for Tokyo to win its bid to host an Olympiad. Japan had just withdrawn from the League of Nations due to the Manchurian Incident, it had abrogated the Washington Naval Treaty, and it had withdrawn from the 5-nation (England, United States, France, Italy, Japan) naval forces conference on disarmament, etc. In short, the conditions for submitting a bid to host the Olympics could hardly have been worse. But Jigoro had a sterling record as a member of the IOC (International Olympic Committee) for 29 years, and through his and the JOC's (Japan Olympic Committee) persuasion, Tokyo was selected, although the bidding activity continued until the IOC general assembly meeting was convened in Cairo, Egypt.
In the meantime, Japan had become even more entangled in worsening world conditions. War had broken out between Japan and China, and Japan's preparations for the Tokyo Olympiad did not proceed as planned.
