Referee regulations

Official Judo contests are officiated by certified officials whose credentials are certified and managed in accordance with the Rules For Officials Certification.

Certified Contest Officials Regulations of All Japan Judo Federation

Section 1: Purpose
(Purpose)
Article 1
The purpose of these rules is to establish the All Japan Judo Federation (hereafter referred to as "Zenjuren") certification system for contest officials, in order to improve the officiating quality.
(Definition)
Article 2
The "officials" referred to in these rules applies to the referee and advising judge personnel.
Section 2: Referee
(Referee)
Article 3

A referee shall be selected and certified by Zenjuren in compliance with the following items.

(1) "S" license referee
A referee with particularly high level of skill, who is qualified to referee All-Japan competitions held by Zenjuren.
(2) "A" license referee
Qualified to referee in All-Japan competitions held by Zenjuren.
(3) "B" license referee
Qualified to referee competitions held by a district Judo federation (association or federation).
(4) "C" license referee
Qualified to referee competitions held by a prefectural Judo federation, or by member organizations of that federation.
(Management)
Article 4

Referees shall be managed by the following bodies:

  • (1)  "S" license referees shall be managed by Zenjuren.
  • (2)  "A" license referees shall be managed by Zenjuren.
  • (3)  "B" license referees shall be managed by the district judo federation (association or federation).
  • (4)  "C" license referees shall be managed by the prefectural Judo federation.
(Referee obligations, etc.)
Article 5
  1. Referees shall renew their "instructor" registration (or "competitor" registration if a "C" license referee) and "referee" registration on an annual basis.
  2. The refereeing activities of each referee shall be reported to that referee's managing organization by way of the prefectural Judo federation.
  3. When requested by the referee's managing organization, the above item 1 and 2 information shall be entered on the attached form.
  4. Referee uniforms shall conform to the separate "uniform rules".
  5. A referee's certification may be suspended or revoked by the Zenjuren Officiating Committee in the event of any of the following.
    • (1)  Failing, without sufficient cause, to participate in contest officiating for a period of 4 years ("2 years" for "S" license referee).
    • (2)  Failing to renew the license.
    • (3)  Failing to perform the referee obligations.
    • (4)  For speech or behavior unbecoming of a referee.
    • (5)  For other conduct unbecoming of a referee.
(Referee society)
Article 6
  1. "S" license referees must attend the annual Zenjuren sponsored "Referee Training Seminar".
  2. "A", "B", and "C" license referees must attend their controlling organization (established by Article 4) sponsored "Referee Training Seminar" at least 1 time every 2 years.
(Referee term of office)
Article 7
  1. The term of office for "S" license referees shall be 2 years, and can be renewed following a review.
  2. The term of office for "A", "B", and "C" license referees shall be 4 years, and can be renewed following a review.
(Referee retirement age)
Article 8

Referees shall retire at the age of 65.

(Testing)
Article 9

Referee testing and selection procedures are given on Attached Table 1.

(Fees)
Article 10

The fees for taking referee related tests, for license registration (including renewals), and seminars, are shown in Attached Table 2, are collected at those times.

(Officiating)
Article 11
  1. All-Japan competitions shall be officiated by "S" and "A" license referees who are selected by the Zenjuren Officiating Committee.
  2. All-Japan corporate, university, high school, and junior high school competitions shall be officiated by "S", "A", and "B" license referees, generally selected by the sponsoring organization. However, Zenjuren may choose to dispatch certain of those referees in accordance with item 1 above.
  3. All-Japan competitions other than those indicated above are generally officiated by referees selected by the sponsoring organization.
Section 3: Assisting judges
(Assisting judges)
Article 12

Assisting judges shall be age 65 or older with a 7th Dan or higher rank (5th Dan or higher for women), and shall be selected and certified by Zenjuren. However, anyone above the age of 60 and desiring to participate is eligible for consideration.

(Assisting judge obligations)
Article 13
  1. Assisting judges must renew their "instructor" registration each year, though registration as an "assisting judge" is only required the first year.
  2. The following regulations also apply to assisting judges: Article 5, items 2 to 4, and item 5 sub-items 3 to 5.
Additional clauses
  •    These regulations are implemented from April 1, 1990.
  • 2. These regulations were revised and implemented from April 1, 2000.
  • 3. These regulations were revised and implemented from April 1, 2007.

Written test, and review of executed Waza.

25 or older
② Judo experience
12 years or more; 4th Dan or higher
(3rd Dan or higher for women).
③ Officiating experience
2 or more years officiating experience as "C" license holders, with recommendation from the prefecture where registered as an "instructor".
Applies to 3 or more persons selected by a district judo federation (association or federation). Must attend a training seminar sponsored by the district judo federation (association or federation), and the applicant's performance must be reviewed in a contest sponsored by the above federation.

Holder of "Dan" rank
③ Officiating experience
Registered as an "instructor" or "competitor" at the prefecture, has attended training seminars, and has permission to apply.
Must attend a training seminar, etc., sponsored by prefecture, and must be reviewed locally.
